PDORC SECURITY SYSTEM
Members of all categories and their guests must conform to the following Rules and to the rules of each Section of the Recreation Centre (PDORC). These Rules are not intended to restrict the Members' freedom but to ensure the smooth running of the PDORC and are for the convenience and safety of all Members. Should any Member be notified that they are in breach of these Rules it is expected that they will rectify the situation with immediate effect. Failure to do so will regrettably give rise to disciplinary action.

Members should also bear in mind that the Royal Oman Police (ROP) make regular inspections of the PDORC premises and that breaches of these Rules, particularly in relation to alcohol, may result in legal proceedings being brought against the PDORC and the Member concerned. The operation of the PDORC is subject to ROP Liquor License Regulations.

Members are requested to refer to the appropriate documents (e.g. Financial and Administrative Procedure Manual, Bar Procedures, Boat Centre regulations) for further details of relevant procedures and regulations.

  1. General
    1. The PDORC has premises and facilities at Ras Al Hamra ("RAH") and at Mina Al Fahal ("MAF"). All Members have equal status and, with the exception of areas outlined in the Statutes (e.g. voting, rights to access and use of the facilities at RAH and MAF etc.), equal rights in the PDORC.
    2. All Members are expected to give their services free of charge to other Members on PDORC premises. "PDORC premises" means the premises at RAH and MAF.
    3. Members are at all times responsible for their children and guests and should make them aware of relevant rules, regulations and safety procedures.
    4. Members are expected to dress in an acceptable, inoffensive manner appropriate to the activity they are undertaking. Members must not leave the premises or enter any of the main buildings dressed only in a swimsuit and Members must not enter the swimming pool dressed in anything other than appropriate swimwear.
    5. All suggestions and complaints should be addressed to the PDORC Manager in writing and a copy sent to the General Secretary.
    6. No pets are allowed on any of the PDORC premises (including beach, golf course and football, hockey and cricket pitches).

  2. Safety
    1. Safety is of the highest priority at the PDORC and it is the responsibility of all Members to make themselves aware of relevant safety procedures and regulations at RAH and MAF and surrounding areas. Members should, in particular, refer to relevant documents produced by the Boat and Golf Centres referring to their respective areas of activity, and the notice boards where safety notification is displayed.
    2. For all emergencies dial 5555, give your name clearly to the operator and describe the nature of the emergency. The operator will follow the documented PDO Emergency procedure.
    3. Members and their guests are expected to conduct themselves in an orderly fashion on PDORC premises and particularly around swimming pools, for the safety of themselves, other Members and guests.
    4. No Member may enter the sea at RAH when the red flag is flying and no boats may be launched when the two black balls are raised from the mast of the Boat Centre. Likewise, Members are strongly advised not to enter the sea when the yellow jelly fish flag (sightings within the last 24 hours) is flying at the top of the mast. Refer to Boat Centre rules for further safety regulations.
    5. Small children must at all times be very closely supervised by a competent adult swimmer around the beach and pool areas.
    6. Only plastic glasses or paper cups are to be taken onto the beach or around the swimming pool.
    7. No inflatable airbeds, surfboards or balls are allowed, and no games involving the throwing of objects are permitted, in or around the pool area unless as part of an activity organised by the PDORC or one of its sections.
    8. Roller skates and skateboards are not allowed on the roads. Roller skates, skateboards and the riding of bicycles are not allowed on the main patio area at RAH or the Golf or Boat Centre areas. The volleyball court at RAH can be used for this purpose if unoccupied.

  3. Membership (refer to Statutes for Membership categories)
    1. Membership of the PDORC is governed by strict guidelines prepared jointly by the MD of PDO and the PDORC Membership Committee. Applications for Membership should be accompanied by the appropriate form available from the PDORC office at RAH or MAF and will be considered by the Membership Committee which meets every two months.
    2. Membership cards must be carried at all times when on PDORC premises. Access will be denied if a valid Membership card cannot be produced on demand. In addition, each Membership card will show whether the Member has the right to access and use the facilities at RAH and/or MAF and access will not be granted if a Membership card is produced which does not show the necessary access rights. The Police, PDORC Manager and Staff, or any Committee Member is authorised to request the presentation of Membership cards.
    3. Members will be required to pay RO. 5/- towards the administration expenses for the re-issue of a lost Membership card.

  4. Guests
    1. A Member or his/her spouse may introduce up to a maximum of four guests at any one time onto PDORC premises at either RAH or MAF to which the Member or his/her spouse has access rights. Larger numbers will be accepted (e.g. visiting sports teams, naval ships etc.) if prior written approval is obtained from the PDORC Manager. No guest may visit the PDORC more than four times in any one month unless as specified otherwise by the PDORC Main Committee (as defined in article 8 of the PDORC Statutes, hereinafter called the "Committee").
    2. By signing in their guests, Members accept complete responsibility for their behaviour and are expected to ensure that their guests' conduct is within these House Rules, and to accompany their guests at all times. Guests are not permitted to sign for services or goods on the PDORC premises.
    3. All guests must be met at the main gate and their names together with the names of the Members clearly entered in the official visitor’s book at the main entrance.

  5. Children
    1. Members are expected to exhibit parental responsibility with regard to their children, and in the event of any damage to PDORC property shall reimburse the PDORC for this damage.
    2. Members' children under the age of 12 are not allowed on the PDORC premises without a parent or responsible guardian. The guardian must be at least 16 years of age.
    3. Members' children, between the ages of 12 and 19, are eligible for entry to the PDORC provided they hold a valid Family Membership card. Date of birth should be clearly printed on this card which should be produced on request by any Member of the PDORC staff.
    4. Member’s children under the age of 12 are not allowed to sign for services or goods on the PDORC premises. Members' children between the ages of 12 and 19 are eligible to sign bar chits for services or goods providing they hold a valid Family Membership card (but see 7h below).
    5. Members' children are required to show suitable respect to PDORC staff and other Members. In the event of a breach of this code, parents will be informed and Membership may be withdrawn at the discretion of the PDORC Manager and Membership Committee.
    6. Following a complaint from a Member about a child's behaviour a warning letter will be sent to the parent. If further complaints are received the Committee will decide upon a suitable course of action.

  6. Accounts/Transactions at RAH
    1. All transactions must be carried out by bar chits in the Restaurant, Coffee Shop, Bars, Tennis Club and Golf Club (or bar coupons in the case of Temporary Members and guests). These chits must clearly show Membership number, full name and signature of Member.
    2. Bar coupons are available at all the bars and will be sold to Temporary Members on production of a valid Membership card. These books are only for use by that Member and are not transferable. Note that bar books will also be supplied to guests at the time of major events (e.g. sailing regattas) if prior arrangement is made with the PDORC office.
    3. For RAH Ordinary Members and MAF Ordinary Members, settlement of accounts will be by automatic deduction from their salaries. All other classes of Members shall pay their accounts by direct debit. All accounts must be settled by the end of the following month. If bills are not paid by that time warning letters will be sent that may lead to cancellation of Membership.

  7. Bars at RAH
    1. The bar hours are subject to the agreement of the ROP. A list of the licensed hours are prominently on display in all bars.
    2. Applications for license extensions outside normal hours may only be raised by the Manager, President or Bar Secretary who will channel an application to the ROP through the HRR section of PDO. Applications may take up to three months to process.
    3. Alcohol from the bars is for consumption only on the premises at RAH and (with the exception of champagne) will be opened by the barmen before handing to the Member.
    4. Only Ordinary Members in SG 7 and above and their spouses can purchase alcohol from the Bulk Store. Alcohol purchased from this store is for consumption at the Member’s home and transport is only allowed between the Bulk Store and the Member’ residence. Members are required to keep bulk store receipts during transportation for police examination.
    5. Sponsorship of social and sporting events is permitted but this must not involve open bars or free drinks to all comers (ROP Directive). The advice of the Committee should be sought if in doubt.
    6. No Members are allowed behind the bars without the permission of the Bar Secretary.
    7. Food obtained from either the Restaurant or Coffee Shop may not be taken into the Falcon or Restaurant Bars.
    8. Individuals under the age of 21 are not allowed access to the bars and alcohol may not be served to them (ROP License Condition).

  8. PDORC Facilities and Equipment
    1. The facilities at RAH are available for the convenience of those PDORC Members having rights of access to RAH. The facilities at MAF are available for the convenience of those PDORC Members having rights of access to MAF. Abuse of any property by a Member, Member's children or a guest may render that Member liable for the costs of repair/ replacement and/or immediate suspension of Membership rights.
    2. The booking of premises by Members for private parties is permitted subject to the discretion and written approval of the PDORC Manager and the payment of a deposit and booking fee (where appropriate). Rule 8a (above) applies with respect to abuse or damage of property.
    3. The same applies to the hire of PDORC equipment that can be requested by Members via the appropriate booking form available from the front office. Equipment cannot be taken outside RAH or MAF as the case may be without the prior permission of the PDORC Manager.
    4. Age limits may be imposed on the use of PDORC property at the discretion of the Manager, Committee or section representatives (for instance, a 19 year age restriction has been set for billiards/snooker in the absence of adult supervision, and a 16 year age limit for taking out Dories).

  9. Social and Sporting Events
    1. Members or sections, via representatives, are encouraged to organise social events.
    2. Sponsorship is encouraged, subject to the rules and regulations laid down in the Sponsorship guidelines (refer to Financial and Administrative Procedure Manual). Requests for sponsorship from the OUA/SFO funds can be made on the appropriate form available from the PDORC office, addressed to the Bar Secretary.
    3. All such events, whether organised by an individual Member or through a PDORC section, should be accounted for on the appropriate budget form, available from the Accounts office. All sponsorship received should be included on this form.
    4. Large gatherings such as National nights will not be allowed on the PDORC premises unless they are directly under the PDORC control.
